The towel rails in both first floor bathrooms do not heat up at the top, I’ve tried bleeding them, opening both flow and return valves and removing any sludge buildup but the water simply does not rise more than half way up the radiator. The radiators remain on when the heating is off and only hot water is on – any suggestions?
