Night storage heater Electric Storage Heating Facts not misleadingDimplex has successfully defended statements in their online leaflet against claims that they were misleading.

The list of ‘Electric Storage Heating Facts’ included the following which were reported to the advertising watchdog as misleading:

1. The performance of a Dimplex storage heater will not deteriorate over time
2. Running on off-peak electricity Dimplex storage heaters will always be cheaper over a 16 hour day than direct acting heaters on the day-rate
3. Dimplex storage heaters, like other electric space heaters are 100% efficient
4. Static Dimplex storage heaters have no moving parts and are maintenance-free for life

GDC Group Limited who trade as Dimplex, defended their claims to the Advertising Standards Agency who reported their decision on 30 January 2013. We look at the decisions in more detail.

1. The performance of a Dimplex storage heater will not deteriorate over time
The Advertising Standards Authority (ASA) agreed that the performance of a Dimplex heater would not deteriorate over time. They concurred that “the product would always function at an efficiency rate of 100% from electricity to heat”, and that “the passive components in the heater had been designed to function at the same level for the lifecycle of the product”.

2. Running on off-peak electricity Dimplex storage heaters will always be cheaper over a 16 hour day than direct acting heaters on the day-rate
The ASA ruled that Dimplex’s claim that storage heaters were cheaper to run was fair, because they can take advantage of off peak electricity. Storing heat when energy tariffs are low and distributing heat during the more expensive tariff hours.

3. Dimplex storage heaters, like other electric space heaters are 100% efficient
The ASA ruled that most consumers would understand the implied meaning of ‘traditional’ heating methods to be appliances fueled by fossil-fuels. By comparison with such appliances it agreed with Dimplex’s claims. While it accepted the complainant’s claim that generating electricity for the National Grid does mostly rely on burning of fossil fuels, it agreed that the individuals consumers experience was what Dimplex was referring to.

4. Static Dimplex storage heaters have no moving parts and are maintenance-free for life
The ASA agreed with the complainant that the heaters did have some moving parts but as they do not ‘routinely move during the operation of the appliance’ the claim by Dimplex was admissible. Perhaps more controversially the ASA also upheld Dimplex’s claim that their products are ‘maintenance-free for life’ referred to the fact that the heaters do not require regular servicing and maintenance required to keep the appliance working effectively, rather than never going wrong.

The Government’s Green Deal launched today

Green Deal Green Deal begins today

This is a scheme to allow homeowners to have energy saving work carried out on their home and the cost added to fuel bills rather than paying for the work in advance.

We have written quite a bit about the Green Deal in our recent blogs, but here is a quick breakdown:

Pros

Using the Green Deal may allow you to get work done that you wouldn’t be able to afford any other way.

Most households will be eligible to take advantage of the scheme, even if their credit rating would not allow them to borrow the money elsewhere.

The work can only go ahead if it will cost the same or less than the predicted savings on energy bills, called the ‘golden rule’

Interest charged on the money will be carefully monitored to ensure the savings are not eaten up by interest payments

Cons

Changes to your household may meant the savings are not realised – for instance, having a baby would dramatically change the energy consumption in a household.

If you move, then the bill for the work (and savings it makes) stay at the property, but what suited you might not suit new buyers.

Although there are no up-front costs, the assessment company is likely to charge a fee so ask questions and shop around carefully.

Some companies are setting up specifically to take advantage of the Green Deal by using high pressure selling to make sure you sign with them, be careful not to agree to any work there and then, consider it carefully and at a distance, before signing anything.

DIY Doctor’s Green Living section has more information on the Green Deal and other green subjects, which has been developed in partnership with Be Energy Smart.

Today’s meeting between the UK and Irish Governments, to increase their commitment to renewable energy, could mean cheaper energy bills for all of us.

Edward Davey is the UK Secretary for Energy and Climate Change, he is meeting with the Irish Minister for Communications Energy & Natural Resources, Pat Rabbitte, to formalise a commitment to working together to create economic benefits for both countries through trade in renewable energy.

The EU have agreed to cut carbon emissions by 80% by 2050, this is ambitious considering 2050 is actually 37 years away.

By making a joint effort the two countries hope to create jobs in the sector and to increase green energy output to help comply with these targets to reduce harmful emissions.

Today will be the start of the process, where they look into the feasibility of working together, ready to sign a binding agreement some time next year.

As the two countries will be pooling their resources it is expected that this will save money on outlay when setting up energy schemes. These savings are intended to be passed down to the consumer by way of cheaper energy bills.

This is great news for consumers, let’s hope that we actually reap the benefits of any agreement – both in terms of green rewards and hard cash.

The Department of Energy and Climate Change (DECC) is integrating all its information into the newly transformed Gov.uk website.

The Gov.uk website got a new look last year to streamline the presentation and to make it very simple to use and read.

While the result is perhaps a bit ‘boring’ in terms of design it is a very useful website that is now even more accessible, to even more people. You will be surprised how much you can learn on there if you have a look around.

Our interest today is in the DECC element – as you know we like to keep you abreast of news relating to climate change and green living.

So the key elements of the DECC part of the website are mainly things that affect us on a national basis and are all very important (but may feel removed from our daily lives) such as:

  • Maintain UK energy security,
  • Manage use/disposal of radioactive and nuclear substances and waste
  • Increase use of low carbon technologies
  • Use evidence to inform energy and climate change policies
  • Reduce demand for energy from industry
  • Reduce the United Kingdom’s Greenhouse Gas emissions (80% by 2050)
  • Provide regulation and licensing for energy industries and infrastructure
  • Take international action to mitigate climate change

As we said – perhaps not that much immediate interest to every home owner but an essential part of keeping us powered up in the UK, without breaking the planet.

So the bit that the DECC does that is likely to be of most immediate interest to you, our users, is:

Obviously this is going to be of interest to everyone who pays bills, and includes initiatives that we have mentioned before including:

  • Green Deal
  • Warm Home Discount scheme
  • Warm Front scheme
  • Energy Companies Obligation (ECO)
  • The smart meters programme

The Office of Fair Trading (OFT) has expressed concerns about
installers of energy-efficient products using high-pressure tactics to ensure that customers sign up.

Following their investigation the OFT have written to fifty leading installers of energy-saving products to insist that they improve their practices.

The OFT found various problems which ranged from, paperwork issues, to staying in a customers home for up to three hours, to failing to provide information on the customers rights to cancellation.

Energy Saving Installations expected to increase because of the Green Deal
As the Green Deal comes into effect this month this sector of the building industry is expected to experience growth, while the rest of the building industry is suffering from contraction. So it is vital that steps are taken to improve consumer confidence in installers of energy-efficient products.

The Green Deal will allow homeowners to have energy saving work carried out on their house and then pay for that work by adding the cost to their energy bills. We have written more about the Green Deal in our Projects section.

How to Avoid Cowboy Builders
DIY Doctor has been working to help consumers avoid Cowboy Builders for years. we do this with a variety of measures listed under our Home Improvement Protection Solution (HIPS) section of the website.

The information is free and includes a ‘Desired Outcome Contract’ designed to be used by homeowners who are employing builders and installers, there is also information on finding reputable tradesmen through Trust Mark. To help protect your payments there is information about Bond Pay which securely holds the money for the contracted work; only paying the contractor once each stage of the work is completed.

How to stay safe when employing energy-saving installers

If you are considering having energy saving work on your house, then you can read through the information in our Home Improver Protection Solution section to help you employ the right installer for the job. As a brief guide to avoiding a situation where you feel pressured into buying energy-saving products follow these steps:

  • Don’t employ cold callers
  • Ask friends for recommendations, if they have had similar work to yours
  • Ask the installer for references from customers who have had similar work to yours
  • Don’t expect an installer to be able to give you a price over the phone
  • When booking appointments make it clear you will not decide on the day they call
  • Ask about cancellation procedures when booking the appointment
  • If the installers seem pushy on the phone don’t book an appointment
  • Make appointments with three installers and keep notes on each one, so you can compare like-with-like
  • It is a good idea to have someone else with you who can ensure you ask all you should and help you take notes

There is more information on our HIPS package here.

If you want to find out more about the Green Deal we have project pages under our Green Living section which you might also find very useful.
