    Air Bricks

    we live in a detached house towards the top of a hill so each house down the hill is slighlty below the house next to them on one side. Every time we have a down pour we get a flooded garage and living room. Next door have a channel below the DPC with air bricks on show. We think that the rain water builds up and comes through the air bricks.

    Who is at fault here?
    What are the regulations and have next door broken any regulations.
    What can we do do rectify the problem
