Air vents

Ive just moved to a 1955 house and realised that outside the house there are 7 air vents but inside there are only 2 of them so im guessing that the other 5 have been bricked . Is it possible to brick the other 2 air vents and also whats the point of leaving the air vents outside open should i brick them as well because as ive been told to let the air circulate i can always open a couple of windows in the house for an hour or so.... :
