Building a low wall.

I have already dug out and laid the concrete foundations.
I am going to Lay 1 row of concrete blocks with 1 row of bricks on top.

Do I need to mix 3 building sand and 1 cement for laying the blocks and 4 building sand and 1 cement for laying the bricks?

Then I want to render it, I understand I need to use sharp sand and cement, 3 and 1?
