    I HAVE MOVED MY KITCHEN FROM THE 1ST FLOOR TO THE GROUND FLOOR DO I REQUIRE BUILDING REGS

    You do indeed.

    Building regs covers all manner of works not just structural. In this case it will be required for waste pipes, ventilation and changes to the electrical installations.
