Building Warrant for Blocking up Door - Do Council Need to Visit Before Starting?

We are planning to block up an external door in the kitchen as we are building a putting a new door in the location of an existing window.
We are on quite a tight time frame and my question is when we apply for a building warrant for the work, do the council visit the site before the warrant is granted?
We would like to start the work straight away but we are aware the paperwork can take 4- 6 weeks.

If you in the UK there is no need for permission to do this, but generally if there is any doubt a quick call the the planning office with see you right.
