cant repressurise the heating system!! aaaahhh!!

i have had my loft converted and 2 radiators added. the plumber has tried to drain the system to get these 2 new ones hooked up and working but cant get the system to repressurise. he thinks we need to flush the system as one rad wont bleed air or water at all and black stuff is coming out. however he also thinks that another rad might have crossed valves? he is not a heating expert, just a bathroom plumber. Should I get a power flush or just a system cleanse, or will this not solve the problem? our rads are always noisy and need bleeding a few of times a year usually. We have a potterton kingfisher II combi boiler which seems to be fine and the pump seems to be working.we also live in london so have hard water. we just dont know what to do!! :roll:
