ceiling cracks

hi,have just plastered ceiling before plastering there was a small crack full length of room,after plaster dried the crack is coming back,could this be movement of the joists from people walking up above?
how can this be repaired without re-skimming?
if it is caused by movement is there any flexible refiller we can use then sand off?
