Central heating 3 way valves energised when heating off?

I have just installed a horstmann control pack on my central heating system consisting of programmer, 3 port motorised valve, room stat and cyl stat these together with the existing boiler and pump make up the central heating.
(fully pumped system)

my question to you is about the valve. its has 3 positions
HW (NOT energised)
HW&CH ( half energised)
CH (fully energised)

when the CH is off the hot water is on (valve NOT energised) and we set the system to OFF on the programmer the motorised valve remains off.

when the CH is on and HW off (valve fully energised) and we set the system to OFF at the programmer the valve remains fully energised (although the pump and boiler shut down)


this only uses 6.5 watts but seems a little strange to me that's all.
should this valve remain energised when the system is off?

all the wiring is checked, all stats tested and working

the system works completely correctly and i wonder if this is a problem or if its just me?

in this condition surely the motor will burn out?

does anyone have similar experience?
