Central Heating Relay and Boiler Shutting Down When Water is hot

Hi Recently moved into this property and found hot water scalding hot.Set thermostat to correct temperature but can only get boiler to fire when the hot water is callingie as soon as water is hot boiler shuts down.Only way to get any heating is to have thermostat turned up to scalding!
The system has one pump for hot water and one for cental heating with one two port valve.
It seems that the water stat controls the boiler irrespective of the heating demand.
I have been told that this can be put right by using a relay which will maintain supply to boiler when water up to temperature?
The bolier is an Ideal Mexico 3 and the programmer is a Centaur c21.
Any help much appreciated-relay and wiring etc?
