    Cleaning around doors and windows

Not sure if this is the right part of the forum, but here goes.
I am doing some decorating at my daughters house, and the previous owner has made a bit of a mess around the UPVC windows and doors when emulsioning. Is there a quick and effective way of getting it off, or is it just down to rubbing and scraping. I don't want to damage anything?

    Thanks
