Cold ground floor flat

I have a small ground floor flat front bedroom, bathroom, kitchen and living area.
Now double glazed throughout. Built in 1984 , apparently has cavity wall insulation.
Radiators in every room, 5 in total on a Myson Apollo 40 boiler.
Having problems keeping the house warm, this is the first year since changing to double glazing.
Last year we blamed the rotting windows for the cold house.

Any advice to try and keep the house warm would be excellent
