Concrete Curing

I have a new concrete floor which has been covered and dry for 3 months. I am now going to lay a real wood floor. I have the glue the flooring and a fitter ready.
Will the concrete be dry enough? I think it is 75mm thick. It is a new conservatory concrete floor.
I have heard there is a ruling ie "allow a duration of 1 day per 1mm" is this correct?
