Condenser boiler (Ideal mini HE)

The bar pressure on our boiler, when off, is at 2.5 instead of the 0.7 it should be at. When i release the pressure using the 3 bar pressure relief valve within a couple of minutes it goes back to 2.5. The blow out pipe outside is constantly dripping water. I've checked the radiators for constant, uniform heat and leaks and everything seems fine.
Can i resolve this problem myself, or do i need a profesional?

Check the filling loop is turned off fully.
