I've no reason to think anything underhand is going on, the guy apparently is in the process of becoming classed as a competent person and has made this clear, he asures me the testing and inspection will be carried out correctly and all paperwork will be in place.
I suppose the guy is only trying to do the right thing!

THE WAY TO LOOK IS IF A CERTIFIED PERSON IS
WILLING TO SIGN OFF THE WORK , BY DOING A PERIODIC INSPECTION , THEN ANY THING THAT IS PICKED UP
( I AM NOT SAYING ANYTHING WILL BE ) CAN BE LISTED AS REMEADIAL
WORK REQUIRED AND PUT RIGHT TO GET CERTIFICATION.
A PART P PERSON BY RIGHTS NEEDS TO DESIGN , CONSTUCT, AND INSPECT AND TEST THE WORK AND BE REGISTERED WITH A PART P
SCHEME PROVIDER TO SELF CERTIFY THE WORK AND SATISFY
LOCAL AUTHORITY BUILDING CONTROL.
U MIGHT FIND A PART P PERSON TO WORK WITH THIS NON REGISTERED
PERSON AND SUPERVISE THE WORK.
