Conservatory dwarf wall footings

My neighbour built a conservatory last year after part retrospective planning permission. He has now taaken about one foot from the surface of his garden, exposing the concrete footings of the conservatory.
Would this likely to contravene Building Regs?
The original plans indicated that the footings would be below ground level.
Is the building likely to be unstabilised?
Should I report the matter to the Planning Dept?

I don't understand the question?

Footings/foundations are ALWAYS below ground level.
