Damp Above an Injected DPC on Back Wall of House and Party Wall

Hi all
We had a dpc put in when we bought this 1890 house.
But it appears to have come back (photos attached)
I called the original company who did the dpc and they said they will come look for a £99 fee.
I’m concerned that this obvs isn’t rising damp and the dpc clearly hasn’t failed as the lower portion of the wall is dry so I’m guessing the company will get out of any sort of claim against their original work.
Can anyone advise what this could be or if it’s simply a matter of dehumidifing the room? It’s on the back wall of the house and also the party wall between us and the neighbour.
