damp on chimney breast on downstairs intternal wall

Hi

Damp patches and mould which on removing wallpaper follow line of chinmey breast have appeared in downstairs lounge. The boiler sits behind breast with hot water tank in room above which feeds boiler. There appear on leaks updatirs and there is no damp in upstairs breast. Chimney flahing mortar etc seem ok. he chimney is fitted with a cowl (not sure if ventilated). There is no airbrick in chimney breast. Can anyone suggest where damp may be coming from?. On cleaning mould it has reappeared first half way up breast
