Damp uneven concrete floor - should I screed ?

Hi all. I have a living room where half the floor is sound level concrete, the other half is older, lower - ranging from 5mm to 15mm, and uneven. Also its damp in patches. I was planning to screed it level with the good floor. Is this a good idea and if so how can i rid it of damp given that I will need to use such a thin screed ?? I plan to lay carpet on top. Please help !!

highlandhouse,
You should cure the damp problem before levelling the floor, this may well mean that you will have to dig up the floor, incorporate a DPM and relay the floor.
