Decking. Is pp necessary?

:?: I am thinking off building a deck ( approx 10' x 6') ajoining my sun lounge. Although the back of the deck will be the same level as the floor of the sun lounge, as the garden slopes the front will be approx 3ft above ground level. Will I need Planning Permision for this? :roll:

There are different requirements in Scotland and England but you might find the PDF you can download at the attached Web Site of some use.
