Dimplex storage heater failed

Can anybody tell what the purpose of the Damper Accelerater Resistor is as I have checked the other items which all show a reading on a multimeter,but I cannot get a reading across this item, does that mean it has failed and that is why the heater is not coming on at night? Thank you.
