dirty double glazing from the inside.....help

I've got one side of the double glazing nice a clean ( insurance repair-hense new glass) the other side is dirty, i.e has smears, that can't be cleaned from the outside.

Is there any way of dismantling the double glaze, and clean both sets of glass from the insid :???

No.
If it was deliverd and fitted like that, which it must have been if it is a sealed unit, then get the installer back to change it, and notify yor Insurance Co that you are not satisfied with the replacement.

the window that's clean was the ins replacement...... !

I'm not sure how to check if it's a sealed unit or not.

If is double glazing it must be a sealed unit which cannot be dismantled.
If is secondary double glazing, that is a different matter.
Either way get the installer back out.
