do i needs to resubmit plans i av sent and can prove it

A question plz, I av built a outbuilding which i believe to be PD started it befor 1st oct 2008 finished it Dec 2008,, PLanning asked me for drawnings, i sent these off ,,av recipt dated Dec 2008,,plannin has come back stating 6months later I need to submit plans

Can anyone help where i stand for drawings i sent Dec 08,, now they av come out messeured up and asking me to submit drawing
