do you need 2 valves on radiator?

Good evening everyone i have an old towel rail that was removed from an old system and only has one valve on and my question is do i need to put a second valve on for the return or is it ok with the one?

Generally all radiators towel rails or otherwise require two valves. One to work as an isolator, and the other to work as a lock shield.
