DPC before or after re-pointing?

Hi there

Question 1)
The cavity wall of my 100 year old terraced house is in need of a damp proof course.
The outside of the external wall is in a bad condition. Old mortar needs to be raked out, some bricks need replacing and the wall needs re-pointing.
Would the DPC best be installed before or after the wall has been restored?

Question 2)
I have hacked of the entire plaster throughout the house and wish to plasterboard the walls. Can I use foiled plasterboards for the walls affected by rising damp?
