drainage

My back yard is concrete slab. when it rains shallow pools of water are left behind. i've noticed in town both concrete slabs and large areas of paving often have a groove or grooves(approx 7mm)cut in them. Is this something to overcome the pooling?

Any sugestions as to what the grooves are for and how can I stop the pooling
