driveway

i have just dug out my garden to make a driveway.there is a storm pipe right in the middle of the drive. the pipe is just at the hight i want the blocks to go, does anyone know if i can surround the pipe in concrete then put the gravel up to that then lay my sand and then blocks to prevent the car from cracking it
