dust sticking to recently sanded and varnished floorboards

I had my wooden floorboards sanded and varnished but can only sweep dust from the centre of the room. around the edges the dust is sticking where floorboards seem rough. I cannot contact man who sanded floor and wondered what might be involved in smoothing the rough areas, I have a small sander.

I would sand and re varnish you can hire a belt sander from your local hire centre
