exterior staircase

we have a first floor maisonette with an exterior concrete staircase. When it rains or wash the stairs down water is seeping through to the down stairs flat. What can we use to seal the stone staircase

I would try silicone first,but i dont think it will work.You could try bedding something thin up the steps like tiles cut 50mm high and bedded with adhesive and waterproof grout.
