External air vents

My semi-detached has no external air vents, the four rooms on the outer wall (two up two down) have internal vents on the chimney breasts, chimney removed and covered by roof tiles.
The previous owner says that the builder plastered over them when he rendered the outside of the house.
How many should there be, and where please ?
