External to tank Immersion Heater

Not long in this house and a bit confused about what i think is an immersion heater.
A pipe from the bottom of the hot watew tank appears to feed a copper tube (its not much bigger then a family sized thermos flask). Another pipe connects to the top of the hot water cylinder. There are wires going to this object and a 15 amp fuse (blown) marked Water heater.
Any idea what i have?
