Fence treatments

Does anybody know if creosote substitute can be applied to a fence already painted with a coloured treatment?

The coloured finish, available in green and various browns, is supposed to be water repellent. However, it flakes off after a year or so, leaving patches of bare wood among the patches of fading colour.

The finish I used was Focus own brand.
