Filling gap around base of external wall causing damp

We have some damp on the inside of an external wall near the front door. On the other side (exterior side) of the wall, there is a 3 inch gap in the ground around the base of the wall which appears to be filled with sand. I think this is where some of the damp is getting in to the house. I am thinking of filling this with concrete, but have read that this will stop the area of wall from 'breathing' and letting moisture out. In which case what do I fill this gap with?

its best to dig it out and fill with 10mm stones
