Fire regs for network cables

Is there a requirement to use "plenum-rated" network (ethernet) cabling when installed above ceiling tiles in a small office premises?

I've been asked by a charity whether they can do their own cabling (using cheap cabling from Maplin), in order to relocate some PCs. I'm quite sure that what they are proposing will work fine - but I don't know if it transgresses any building or fire regs.
