fitting a track type spotlight with halogen bulbs

Iam having problems wiring a new track spotlight, the lights remain on even when switched off.I have connected the 3 black wires to nuetral, connected the live switch wire to live and connected the other 2 red wires to each other.Could the plastic dimmer be a problem?

disconnect 1 wire at dimmer does light go off ?
if so then switch must be prob. if stays on the connections are wrong!
