floor leveler didn't...need a fix!!

:? Floor leveling compound put over floor caused a plank to raise up 1/4" causing a high spot of about a 3"w x 12"L spans....Does any one know if the concrete leveler about 1/8-1/4" thick can be sanded or scraped smooth??

Is it water based or latex based?
