I want a small utility say 2m x 4m. Thinking of flat roof and half wall with UPVC all around or maybe timber all round. What's the minimum foundation requirement for this arrangement?

Maybe I could build a wooden structure. Anyone point me to some ideas for this?

The foundation for any project must start with how heavy will the building and contents be.
The second issue is what is the ground like,has it ever been disturbed?
For a project like yours a simple concrete pad, that will then support the floor may do.
Keep in mind things like, will the finished floor need to be at the same height as the path outside, to facilitate use of a loaded wheelbarrow.
If it is, is there an escape route for heavy rain, will the shed be flooded
Will it be better to have a step or three up into the shed. to allow for uneven ground,or some other issue?
How high will the shed be, will anyone object?

without knowing the soil type, bearing capacity of the soil or the building construction, base on the little you have said, i would say a min 450mm wide x min 225 deep found, the base of found could be anywhere from 450mm to 1000mm below proposed ground levels
