Gap between window frame and brickwork

When new frames are fitted should there be a weather bond or gap fill be fitted between the frame and the brickwork. In some cases on my installation there seems to be about a 1inch gap and all that is covering the gap is a strip of plastic moulding fixed with the type of sealing you get around a bath, is this right.

Sounds like the windows were not the right size, remove the plastic moulding a fill the gap with expanding foam, then refit the moulding.
