Gate spring

I am trying to fit a gate spring and it closes gate to within 2 inches of shut if fitted on the outside and keeps the gate open about 3-4 inches when fitted to inside. Spring type has bracket with 2 screw holes either end and think am supposed to turn spring to tension. As it is now if I tension it the gate is hard to open but still doesn't shut. Help please.
