Ground floor had damp course done. Is it possible for the 1st floor to also get damp?

I live on the first floor of a converted 1930's house. The ground floor have just had the damp course done a gain, appartly wasnt done properly. Is it possible for the 1st floor flat to also get damp??? What signs should i be looking for?
