Help - dried caulk on glass

My hubby has attempted to tackle the window seals using decorators caulk. Sadly it didn't occur to him to remove it before it dried & we now have windows smeared with the stuff. I've tried normal cleaning products, white spirit, nail varnish remover & lastly have attempted scraping the stuff off - nothing works. Any ideas please?

use a Stanley knife to cut it and a glass scraper to clean it from the frame and glass.
