hi need help wiring 2way 2 gang switch

hi there my dad has wired a 2 gang 2 way switch in the lounge, because he had enough of the dimmer switch. We have two lights but the way he has wired it up on switch turns both on an then the other switch turns off. there is two red wires a red wire with a black band on an a red coupler wire. The switch has l1 l2 l3 top an bottom
