Hob trips the electrics, is this safe?

Hi,

I live in a rented proprty and one of the rins on my electric hob trips the lectrics if I turn it on (the other 3 work fine). Is this safe and would it pass electrical tests - if the landlord has had it done of course, as I've never seen one?
