Honeywell V4044 outputs to both A and B

Hi, I friend of mine has a new CH system with a honeywell V4044C1288 3 port diverter valve fitted to direct water from the boiler EITHER to the rads OR to the Hot Water Cylinder. Instead, it seems to let water through to both the rads AND the Cylinder at the same time. Is the valve duff or is there a way that this valve can be wired in such that it acts in this way?

If the programmer is set to HW it will open up port B
If the programmer is set to CH it will open up port A
If the programmer is set to HW & Ch it will open up port A & B

Thanks for the reply, but this family of valves are diverters, not mid position valves, so there should be no way in which it can be wired to open both at the same time (which appears to be what is happening!)
