Hotpoint Condenser Dryer CTD00 Heating Element

My friend has asked me to have a look at his dryer, he doesnt know whats wrong with it, other than it isnt drying. I have had a look at the heating element and two of the elements seem to be fused/stuck to each other. Would this cause any problems? Thermostats are both closed as they beep on my multimeter. Thanks
