How best to attach a garland to ceiling coving

I have to put up a fairly light artificial garland around ceiling coving which requires me to fix the garland to either the ceiling or coving itself. I am aware that 3M sticky hooks and double sided tape may not stick to the plaster and thumbtacks or staple guns could chip the plaster. Therefore, does anyone have any ideas, tips or help with these ideas, or any alternative solutions.
