How best to cap a chimney to stop wind or rain. Chimney Capping

Hi can anyone help on the following.

Is is best to get the chimney flu capped to stop wind rain or use a chimney balloon

You need to leave it open for moisture to dry out. If its not in use then perhaps the best thing is to remove the stack below roof level its the only way to stop rain from entering the flue
