how to make good disaster with hardwaxing

Help, disaster with hardwaxing engineered wood floor. My husband followed the instructions on the tin, expecting to be able to buff the hard wax in and remove all the brush marks etc - it dried to a hard white finish and polishing buffing etc does not remove the brush marks and uneven covering - should we just sand it all off and start again - it looks really awful
