any idea on the rough cost of this? just had my homebuyers guide and am clueless!

Sorry but you will need to give a better description of what you need in order to get a sensible response.
Concrete is a structural material, whereas lead flashing is a waterproofing material, and one cannot replacce the other as they have different strengths.
Please explain further.
